Captain Allard was born in Fort Collins, Co., on 22 January 1953. He graduated from the University of Florida in 1975 with a Bachelors of Science Degree in Civil Engineering. He received his commission through the Aviation Officers Candidate School Program in June 1977 and was designated as Naval Aviator in September 1978. He served for 30 plus years in a variety of aviation, staff and Command positions.

Captain Allard has over 4,400 flight hours – 4,000 in the A-6 Intruder, and has logged over 1,200 carrier arrested landings and he made 12 deployments during his 30 year career. His decorations include the Legion of Merit (3 awards) the Distinguished Flying Cross with Combat Distinguishing Device, Distinguished Service Medal (three awards), Meritorious Service Medal (four awards), Individual Air Medal with Combat Distinguishing Device, five Strike/Flight Air Medals, five Navy Commendations Medals (one with Combat Distinguishing Device), the Navy Achievement Medal and various unit and Campaign awards.

Captain Allard has continued his service in retirement and is currently an Exercise Planner for the US Navy’s Military Sealift Command.

Captain Allard is affiliated with the Rainbow Division through his Father in Law, Raymond K. Schumacher, who served with distinction in World War II. Mr. Schumacher passed away in January of 2012. He, as all Rainbow veterans who have passed away, is terribly missed.

Captain Allard is married to the former M. Claire Schumacher from Annapolis, Md. He has two children -– Amanda and Guy.
